The Department of Arts and Culture seeks qualifications from nonprofit organizations who are experts in the grantmaking sector to establish two Prequalified Lists of companies with the experience, tools and capacity necessary to provide:

  1. Grant Fund Administration Services (intermediary services and sub-recipient services) and/or;
  2. Fiscal Receivership Services on an as-needed basis.

Eligible vendors are invited to apply for prequalification for the following two categories of services:

  1. Grant Fund Administration Services may include, but are not limited to, receiving grant funds from the Department of Arts and Culture for a specific and defined grant program, providing communications outreach in partnership with the Department, administering online application processes, auditing applications for eligibility, administering panel review or selection processes, contracting, and issuing approved grant payments to the eligible and approved organizations and/or individuals, and providing the Department with all files related to the grant fund for compliance and archival purposes, in accordance with any guidelines, instructions, laws or regulations, and complying with any reporting, data, or tracking requirements.
  2. Fiscal Receivership Services may include, but are not limited to, accepting and depositing funds on behalf of the Department of Arts and Culture from funders wishing to support the Department through a 501(c)3 nonprofit corporation, accepting certain responsibilities stipulated by contributing funders and working with the Department as necessary to carry out those responsibilities, providing copies of funder checks and detailed accounting of all receivership activities on at least a quarterly basis, and dispersing funds collected on behalf of the Department to the Department on at least a quarterly basis.

The Prequalified Lists for both categories of services shall remain active for three years with an option to extend the list for up to three additional one-year terms. Annual evaluation will be held to add additional vendors to the lists.
