Restorative Care Villages Artist Roster

LA County's four upcoming Restorative Care Villages (RCV) will provide a new kind of environment for people experiencing homelessness, one with a comprehensive, holistic approach to the interrelated and complex needs of homelessness, substance abuse, mental illness, and job training/housing. The goal of civic artwork in the Restorative Care Villages is to resonate with clients, staff, and visitors, and to help create a healing living environment for people in need of physical and mental assistance.

Arts and Culture's Civic Art Division issued a national Request for Qualifications (RFQ) for artists in June 2019 to establish a Roster of Artists for all Restorative Care Villages. The Artist Roster is a list of artists who are pre-approved for the upcoming RCV projects.

An RFQ Workshop was held on June 18, 2019 to review the RFQ and best practices for RFQ submittals.

Due to the inspiring nature of this RFQ, over 140 artist submissions were received. Submissions ranged from emerging to established artists; from two-dimensional to three-dimensional art and performance.

Artists’ responses to the RFQ were evaluated and tiered by the Civic Art Division based on the selection criteria. RFQ’s for the Roster were evaluated anonymously by a Jury made up of arts professionals in collaboration with the Civic Art Division. The Jury will not assign artists to any specific sites or select artists for proposals; it convened for the purpose of the Artist Roster only.

For each Restorative Care Village site, Civic Art staff will draw from the pre-approved Artist Roster to propose artists for selection by the Project Coordination Committees (PCC) for artist proposals.

Each RCV PCC is composed of an Arts Deputy, an Arts Commissioner, one representative each from the County’s Department of Mental Health and the County’s Department of Health Services, a community member, and two arts professionals. Civic Art staff serves as a non-voting advisor to the PCC.
