LANAIC | Self Governance Board

In the early 1990s, the LA County Board of Supervisors (BOS) established the LA City/County Native American Indian Commission Self Governance Board (LANAIC SGB). The LANAIC SGB advises and supports the BOS administering the Community Services Block Grant Native American Set-aside (CSAIBG) program.  

CSAIBG funding is contracted to subrecipient agency(s) to provide critical poverty-alleviating services to LA County individuals and families living at or below 200% Federal Poverty Line.

Public Law 105-285 (the Community Services Block Grant Act) and the California Government Code require that the State of California Department of Community Services & Development (CSD) secure a Community Action Plan (CAP), including a Community Needs Assessment (CNA) from each agency that receives CSBG funding. Section 676(b)(11) of the CSBG Act directs that receipt of a CAP is a condition to receive funding. Section 12747(a) of the California Government Code requires the CAP to assess poverty-related needs, available resources, feasible goals, and strategies that yield program priorities consistent with standards of effectiveness established for the program.  

To inform the 2026-2027 Community Action Plan, the LANAIC Self Governance Board (LANAIC SGB) developed an updated Community Needs Assessment survey tool in the Spring of 2024 and began disseminating the survey in July 2024. The web-based survey remained open through January 2025. The survey findings, in addition to other reports and materials, informed the draft CAP/CNA that was shared at a Community Hearing at LA City College on Saturday, May 17, 2025. The LANAIC SGB adopted the 2026-2027 CAP/CNA on July 15, 2025.
