Working with a professional statistician, the following principles were utilized in updating the formula to calculate request amounts. Note this included updates implemented in 2020 and 2025:

• The formula eliminates discontinuous penalties for growth
• The formula continues to allow smaller organizations to request and receive a greater proportion of their overall budget than the larger organizations
• The formula takes particular care with the smaller organizations in the OGP 1 and OGP 2 categories, for whom small changes in grant allocations create significant difficulties. 
• The formula does not take into account the OGP categories.
• The formula ensures that the funding request amounts reflect the approximate projected award amounts if funded.
